Territoires zéro chômeur de longue durée (TZCLD) è un'iniziativa francese che mira ad affrontare il problema della disoccupazione di lunga durata nel paese. Il progetto si basa sull'idea che sia possibile creare posti di lavoro per tutti, indipendentemente dalle loro qualifiche o esperienze, mobilitando risorse e competenze locali.
Il progetto TZCLD è stato lanciato nel 2015 come programma pilota in dieci territori in tutta la Francia. Il suo obiettivo era verificare se fosse possibile creare posti di lavoro sostenibili per le persone che erano disoccupate da più di un anno. I risultati sono stati impressionanti: in due anni sono stati creati oltre 1.000 posti di lavoro e molti di questi erano ancora disponibili al termine della fase pilota.
Il successo del progetto TZCLD ha portato alla sua espansione in tutta la Francia. Oggi sono oltre 60 i territori coinvolti nell'iniziativa, con più di 10.000 persone impiegate attraverso i progetti TZCLD. L'obiettivo è raggiungere un totale di 50.000 posti di lavoro creati entro il 2022.
Quindi, come funziona TZCLD? L'iniziativa prevede la creazione di associazioni locali che riuniscano vari soggetti interessati come datori di lavoro, persone in cerca di lavoro, assistenti sociali e autorità locali. Queste associazioni quindi identificano i bisogni insoddisfatti all'interno delle loro comunità e sviluppano progetti che possono rispondere a questi bisogni creando anche opportunità di lavoro.
Un esempio di progetto TZCLD di successo è La Ressourcerie du Pays d'Auge in Normandia. Questa impresa sociale raccoglie oggetti indesiderati da famiglie e aziende e li rivende dopo averli riparati o ristrutturati. Oltre a ridurre i rifiuti e promuovere il riciclaggio, La Ressourcerie ha creato diversi posti di lavoro a tempo pieno per persone disoccupate da anni.
Un altro esempio è Les Jardins de Cocagne de l'Agglomération Grenobloise nell'Isère. Questa azienda agricola biologica produce ortaggi utilizzando metodi sostenibili, offrendo allo stesso tempo opportunità di formazione e occupazione a persone disoccupate da molto tempo.
